Overview of
NTSCORP Operations.

Dr Ken Lum, Manager of the Native Title Business Unit heads a dynamic team responsible for the operations of Native Title within NTSCORP. The unit is responsible for the research, community facilitation, future acts, and land tenure and notifications divisions. Mr Damien Bidjara-Barnes, Principal Solicitor and Manager of the Legal Business Unit heads the dedicated legal team who prepare, provide and strategise matters for negotiation and litigation of native title matters. Together with the Corporate Services and Executive Services units they are the driving forces that deliver services on the ground that benefit Traditional Owners in our reporting area.
Due to ever-present funding pressure, the prioritisation of matters is paramount and the decision to commit to the delivery of highly professional legal and other staff to, at times, long-term strategies is not taken lightly. Once a decision is made, a project team is selected with the following resources at their disposal:

  • A solicitor;
  • Anthropologist;
  • Historian;
  • Community Facilitator; and
  • Finance Officer.

These resources are complemented by the full range of services offered by the company with land tenure searches, corporate services support and financial and administrative support.
There are 29 matters in which NTSCORP has provided representation, has actively assisted in order to develop or effect agreements or has performed other functions of a NTRB during the current reporting period. The revised 2007–08 operational plan was developed by the CEO and executive team after an exhaustive round of consultations with all staff and certain key stakeholders. A number of staff planning days, team meetings, regular update reports of each matter and the development of internal modules and mechanisms have been held or actioned throughout the year to better identify key short, mid and long term planning objectives.

Each matter is allocated a unique NTSCORP code reference number and dedicated resources for each matter and/or project.

In addition, NSWNTS has continued in 2007–2008 with the established seven regional areas of responsibility for operational staff. This ensures that native title and future act issues and enquiries which arise, and which do not necessarily relate to a current native title matter, can be addressed by staff with a clear understanding of the regional issues.

The Regions are:

  • North Coast Region;
  • Central Coast Region;
  • South Coast Region;
  • Northern Central Region;
  • Central Region;
  • Southern Central Region; and
  • Western Region.
